Scenario:
NSW Department of Education is planning to construct a new school building in Bella Vista to address the education needs of the growing community in the area. The new 2 storey building will include a reception, large multi-purpose hall, classrooms, gym, kitchen, changing areas, toilets, ICT suite, staff area and general purpose areas/open spaces. The building is a steel frame structure with in-situ concrete ground floor slab. The external envelope comprises a mix of facing brick, curtain walling and aluminium roof cladding. Internally, underfloor heating will be incorporated throughout the building with the fit out specification. To meet the project’s environmental sustainability objectives initiatives such as stormwater capture and reuse; photovoltaic cells; passive heating and cooling achieved through correct solar orientation, effective insulation and appropriate ventilation such as turbo vents; and flued gas heating were implemented. Externally, the scheme includes hard and soft landscaping complete with car parking, a pupil drop off area, and a playing pitch.
Assuming that you are the Contract Administrator appointed by a client, produce a report addressing/advising the followings:
Task 1: Comprehensively appraise the suitable procurement routes for the project with recommendations for an appropriate procurement route. Support the discussion with additional reading/literature. (12 Marks)
Task 2: Evaluate the suitability of payment contracts for the project and recommend an appropriate payment contract. Support the discussion with additional reading/literature. (6 Marks)
Task 3: Describe the general principles of contract law governing construction contracts giving examples from construction and relevant case laws. Support the discussion with additional reading/literature. (8 Marks)
Task 4: Introduce the main standard forms of construction contract suites/families and key forms under them. Recommend a suitable Australian Standard form for the project. Support the discussion with additional reading/literature (8 Marks)
Report structure: Please follow a general report structure with a title page, brief introduction, the tasks as detailed above, conclusion, references and any appendices.
